The Modest Means Program is designed to assist low-income clients with finding a San Diego family lawyer. These are clients who are having a family law dispute and are able to pay for legal services but have limited financial resources available.
Clients must meet specific income and asset guidelines. Clients are matched with low-income family law attorneys who can assist them at substantially reduced rates. If you meet the qualifications, then you will be referred to an attorney who will charge $150/hour and ask for a $1,500 retainer.
The first step is to be pre-screened for financial eligibility. Please see below for the financial guidelines.

Once you complete the prescreening process, you will be sent a Modest Means application. Complete the application and send it back to LRIS along with three (3) months’ bank statements and three (3) current paystubs. The counselor will review the paperwork and verify that financial eligibility meets the program guidelines. The counselor will then contact a low-income family law attorney who participates in the Modest Means program and give the attorney the details of your case. You will also be given the name of your assigned attorney, and you can contact the attorney.
